Job Description

Volunteer Iowa, part of Iowa Health and Human Services, Community Access & Eligibility Division, is searching for an outstanding, motivated professional to join its team as the Disaster Program Manager (Executive Officer 2).

The Disaster Program Manager will lead disaster response, recovery and mitigation programs for Community Access and Eligibility Division and Volunteer Iowa and lead staff activities to facilitate coordinated response effort to support the Volunteer and Donations management annex and ESF 6 Response as part of the HHS Incident Command Structure.
 
General Duties: 

  • Serves as program manager of the Community Access ESF 6 Sheltering/Mass Care program and agency lead for RSF Housing. This position will provide operational guidance for the response program for the Iowa Health and Human Services Department.
    • Identifying existing HHS programs and services needed in times of disaster, developing points of contact, and making connections to needs identified through ESF-6 and ESF-8.
    • Providing disaster-related training to applicable staff and areas of CAE.
    • Providing planning for and delivery of access and functional needs by identifying the resources people need assistance accessing to function and ensuring the provision of these needs are planned for and delivered for all populations.
    • Work with program planners and ESF6 partners in ensuring the effective delivery of mass care, unmet needs and individual assistance and disaster case management.

  • Position serves as leadership position to assist Volunteer Iowa Executive Director with federal grant management in support of HSBG or other federal grants supporting effort including efforts to development, maintenance, and implementation of resources for communities to manage volunteers in times of disaster.
  • Work with Volunteer Iowa team and state VALS to develop and maintain resource resources and enhance capabilities for local communities including volunteer liability in disaster, tracking volunteer hours for FEMA in-kind match, appropriate messaging and communications plans regarding volunteering in times of disaster, and other items identified in assessments, being mindful of needs of diverse communities.

  • Work with target communities, based on assessment results, level of risk, and interest in participating, to provide technical assistance in developing a local plan for managing volunteers in disaster.
  • Serve as program manager for Volunteer Iowa's ESF 5 Spontaneous Volunteer Management Program and manage statewide resources for the management of volunteers in disaster in coordination with the Volunteer Iowa:
  • Develop and coordinate a statewide cohort and database of individuals available to provide training to local communities on the management of spontaneous and unaffiliated volunteers in times of disaster.

  • Facilitate ongoing opportunities for additional training and best practice sharing.

  • Support statewide online system for coordinating volunteers in times of disaster, and facilitate ongoing training.

  • Develop and maintain assets and guidance VI disaster response resources and partners including VRC resources.

  • Assist HHS ICS in developing and maintaining engaged employees to be able to assist in agencies disaster response and preparedness efforts.
  • Serve as program manager for Volunteer Iowa's AmeriCorps Disaster and Response Team (ADART). Including working with program planners in deployment and training of AmeriCorps program resources.

Experience with AmeriCorps, Disaster Response, Incident Command Structure and Disaster Volunteer and Donations Management is preferred.
