Position Title: Serve CO Finance and Compliance Officer
Department: Internal OperationsFLSA Status: Exempt
Organizational Relationships: Reports to the Governor’s CFO and Controller; supervises the Deputy Finance and Compliance Officer.Hiring Salary Range: $96,500 - $106,500 annually
Work schedule: This is a hybrid position, expected to be in office at least 3 days per week.
Works with the Serve Colorado’s Executive Director and the Office of the Governor’s Chief Financial Officer / Controller to lead/manage aspects of the Serve Colorado’s budget and finances as well as grant compliance. This position will work with the overall team to support growth and new partnerships.
Essential Duties and Responsibilities:
Maintain Serve CO’s internal control environment, including but not limited to enforcing federal fiscal policies (2 CFR Part 200), State of Colorado statute, and all applicable fiscal and procurement rules.
Guide Serve Colorado staff and subgrantees by providing training and technical assistance related to 2 CFR Part 200, grant terms and conditions, and State of Colorado Fiscal and Procurement rules.
Maintain current knowledge and proficiency in all applicable state, federal, and department rules, regulations, policies and procedures and act as a resource and guide to Serve Colorado team.
Develop and implement risk based subrecipient fiscal monitoring plans; such as
Assisting with performing pre-award risk assessments;
Monitor subrecipient fiscal performance;
Review and follow up on subrecipient financial reports and documentation;
Conduct site visits and desk reviews to monitor fiscal performance;
Ensure subrecipient fiscal compliance to 2 CFR Part 200 and AmeriCorps terms & conditions; and
Supports Serve CO Executive Director and Executive Team in activities related to financial oversight.
Manage aspects of Serve Colorado’s finances
Monitor and assist with developing Serve Colorado's annual budget and spending plan with input from Serve CO’s Executive Director.
Manage Serve Colorado payroll allocations monthly based on after-the-fact timekeeping records.
Generate financial reports such as the regular Budget to Actual, Federal Funding Accountability and Transparency Act report (FFATA), Federal Financial Reports (FFRs), and the statewide Schedule of Expenditures of Federal Awards (SEFA) report.
Complete Colorado Operations Resource Engine (CORE) activities ( journal entries, encumbrance set up, \ pull infoadvantage reports, and process other reports and entries as necessary).
Complete Federal draws and all other requests for reimbursements for all Serve Colorado grants.
Analyze, evaluate and recommend solutions and/or reallocation of funds as appropriate.
Manage the Serve Colorado Deputy Fiscal & Compliance Officer.
Support Serve Colorado operations staff in grant application and review process and procuring major purchases.
Provide guidance and feedback on Interagency Agreements (IAs), Memorandums of Understanding (MOUs), grant contracts, and other contractual agreements.
Support Serve Colorado vendor and grantee selection to align with federal and state rules.
Assist Serve Colorado program staff with contract template development and implementation, subrecipient budget analysis, and vendor set-up, such as collecting W9s and Electronic Fund Transfer forms.
Other duties as assigned.
Education/Experience:
4+ years of previous experience of overseeing federal fiscal funds
5+ years of grant management experience
Advanced Microsoft Excel skills
Experience in effective supervision required.

Preferred Qualifications:
6+ years experience overseeing federal fiscal funds
7+ years experience in grant management
1+ years experience reviewing statute and fiscal rules.
Knowledge of AmeriCorps funding/programming
Knowledge of CORE the states' accounting system
Expert Microsoft Excel skills including Pivot Tables
CPA
