Pay Grade: $58,000 annualized ($2,416.67 semi-monthly gross pay)
POSITION SUMMARY
Housed within the United Way Association of South Carolina (UWASC), the South Carolina Commission on National and Community Service (SCCNCS) is based in Columbia, SC. The “Commission” serves as the State of South Carolina’s lead agency on service and volunteerism, administering AmeriCorps federal subgrants across the Palmetto State. The current portfolio includes 10+ subgrant programs, which encompass approximately $5 million in federal AmeriCorps pass-through funding paired with local matching funding.
The local mission of the South Carolina Commission on National and Community Service (SCCNCS / “AmeriCorps SC”) is to improve South Carolina communities through volunteerism and national service programs.
The national mission of AmeriCorps is to improve lives, strengthen communities, and foster civic engagement through service and volunteerism.
The AmeriCorps SC Training and Technical Assistance Manager, AKA “TTA Manager”, is responsible for providing high-quality support, training, monitoring, and technical assistance to a portfolio of national service subgrantee organizations.
The TTA Manager focuses on primary efforts ensuring that local AmeriCorps programs in South Carolina are effective, efficient, and accountable to their objectives. The TTA Manager carries out this primary role through a mixture of 1:1 technical assistance with programs, group workshops and peer-led communities, network-building systems and activities, training and guidance resource development, research, evaluation, and problem-solving.
The TTA Manager has secondary roles in providing support for portfolio compliance monitoring, reimbursement request reviews, and commission administrative functions. The TTA manager has ad hoc roles in disaster emergency response, parent agency functions, and at large service and volunteerism championship efforts of the Commission.
Essential Functions and Responsibilities:
AmeriCorps SC Portfolio Training and Technical Assistance “TTA” – approximately 70%
- TTA Emphasis Areas: Program Design (planning); Program Implementation (launch); Program Compliance (rules / regs); Program Management (recruitment, retention, re-enrollment, administration, problem-solving); Program Effectiveness (outputs, outcomes, performance tracking); Program continuous improvement (evaluation and adjustment); Program sunset (pivot and wind-down).
- Develop training, guidance, templates, and best practices materials for AmeriCorps SC programs
- Cultivate and maintain an online resource library and peer-to-peer community (e.g. Basecamp)
- Provide 1:1 TTA to current and prospective AmeriCorps SC program leaders
- Lead routine group trainings and workshops for current and prospective AmeriCorps SC program leaders
- Coordinate and facilitate peer-led learning communities
- Co-organize major trainings and events, such as annual AmeriCorps SC Summer Startup Training
- Supports program staff in escalating needs as a co-advocate internally to SCCNCS leadership.
- Expands AmeriCorps SC network to other state service commissions, AmeriCorps federal agency partners, and national service think tanks such as America’s Service Commissions (ASC) and Service Year Alliance (SYA).
Portfolio Subgrant Management – approximately 20%
- Responsible for Program relationship management and routine communications.
- Responsible for Program operational check-ins, site visits, policy review, and general operations monitoring.
- Responsible for Program budget review, reimbursement review, fiscal policy review, and general fiscal monitoring.
- Responsible for data tracking and analysis, risk screening, anomaly identification, and incident reporting.
- Provides assistance with issue resolution and continuous improvement.
- Processes reimbursements submitted by programs with support of the program’s fiscal officer/staff.
- Responsible for following a monitoring and support plan based on results of risk-monitoring assessment. The Program assessment determines the following: frequency of check ins, site visits, frequency of timesheet audits, technical training assistance, and solving problems of Programs.
Support projects and operational efforts of SCCNCS and for UWASC – approximately 5%
- Serves as a liaison to external groups, community partners, and associations as the need arises.
- Assists with promoting AmeriCorps and the field of service and volunteerism across the state.
- Works collaboratively across the organization to accomplish the broader goals of the SCCNCS and UWASC, including supporting Commissioners and/or Board members as well as playing a support role for AmeriCorps and/or community volunteers during disaster/crisis response.
Professional Development / Professional Growth – Approximately 5%
- Participates in local, state, regional, or federal AmeriCorps and non-AmeriCorps trainings, mentorship and professional growth opportunities.
- Participates in networks in both AmeriCorps-centric and non-AmeriCorps settings throughout the year to build and re-communicate best practices, innovative approaches, collaborative models and expanded networks benefitting the AmeriCorps SC portfolio.
- Pursues professional training, certifications and credentials that will advance in-role impact.
Additional Duties:
- Maintains regular and sustained attendance.
- Performs other appropriate duties as assigned.
Education, Skills and Experience – REQUIRED
- Existing subject matter expertise in AmeriCorps national service programming
- 3+ years of related experience in public speaking, training, presenting lending skills toward this role.
- 3+ years of related experience in a state or federal grant administration role lending skills toward this role.
- Strong understanding of the nonprofit sector including structure, roles, funding, risk, management and capacity
- Applied understanding of community development processes
- Proficiency with the following software: MS Word, MS Excel, MS Powerpoint, MS Outlook, MS Sharepoint, Basecamp, Salesforce or equivalent CRM / project management software
- Strong oral and written communication skills.
- Excellent organization and planning skills.
- Travel up to 20% of time in-state and up to 5% of time out of state (domestic travel), including overnight travel.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- High school diploma or GED.
Education, Skills and Experience – PREFERRED
- 3+ years in a general program management role with an AmeriCorps national service program.
- 1+ years direct service experience through AmeriCorps, Peace Corps, US Military, and/or other full-time service.
- Associate or Bachelor's degree in related field or equivalent combination of related education and work experience.
